Washington County Commissioners to Convene on August 11th, Addressing Economic Development, Infrastructure, and Inter-County Cooperation

Hagerstown, MD – The Board of County Commissioners of Washington County, Maryland, will hold an open session meeting on Tuesday, August 11, 2026, at 9:00 AM. The agenda includes a wide range of discussions and potential action items impacting county services, economic growth, and public safety, as detailed in their publicly released meeting materials.

The meeting will commence with the invocation and Pledge of Allegiance, followed by Commissioner reports and comments. Staff will then provide their reports before the board delves into specific agenda items.

A key item on the agenda is the discussion of Maryland Economic Development Corporation (MEDC) incentive programs, specifically the RISE – Regional Institution Strategic Enterprise Zone Program. The Board will consider designating the Department of Business and Economic Development (DBED) as the public point-of-contact for this initiative. This program aims to attract businesses by offering enhanced biotech investor tax credits, waivers on state business filing fees, priority consideration for grants, and access to a business concierge service. The Washington County Gaming Commission is scheduled to present its annual report and announce the fiscal year 2026 gaming fund allocations. The funds are allocated according to state statute, with 50% designated for fire and rescue services and the remainder for charitable organizations. Furthering support for public safety and essential services, the Board will review a grant application for the Department of Social Services Child Support Enforcement for fiscal year 2027. This grant, expected to be in the amount of $648,171, is intended to cover personnel costs associated with the Sheriff’s Office unit dedicated to child support enforcement, which assists the local Department of Social Services. This funding mechanism helps offset the expenses of personnel involved in serving summonses and warrants related to child support cases.

Several infrastructure and technology-related items are also on the agenda. The Board will consider a renewal agreement for Laserfiche, an information technology system used for streamlining workflows and enhancing accessibility and searchability of documents. The renewal agreement is for one year and totals $78,795.52. Additionally, the Board will discuss security upgrades at multiple Washington County locations, with a proposed expenditure of $214,701.80 for hardware and software components. These upgrades aim to replace outdated hardware and enhance security through modern encryption technologies.

Other public works and infrastructure projects include a contract award for the Black Rock Golf Course Training Center, involving the construction of a driving range canopy and masonry storage building, with a bid from GRC General Contractors of Zullinger, PA, for $272,352. The Board will also consider the resurfacing of five tennis courts across the county, with a proposed cost of $364,728.85 to be paid upfront, with potential reimbursement from USTA grants. Funds are also slated for transfer within the Department of Water Quality to support improvements at the Cascade Town Center water system and valve upgrades at the Sharpsburg WTP.

In the realm of internal operations, the Board will consider a recommendation to relocate the IT Training Specialist position to the Budget and Finance department. This move is intended to better align the role with its primary responsibilities, which are largely related to the Laserfiche system and software support. The position is budgeted at $80,740.

A significant item for inter-county cooperation is the proposed Mutual Aid Memorandum of Understanding (MOU) with Jefferson County, West Virginia. This agreement outlines terms for mutual aid assistance in emergency situations, contingent upon staffing availability. It includes provisions for waiving claims except in cases of gross negligence and encourages cross-training between the emergency services of both counties. This collaboration aims to enhance public safety and emergency response capabilities for residents in both Washington County, Maryland, and Jefferson County, West Virginia.

Finally, the meeting is scheduled to enter a closed session to discuss confidential matters including personnel appointments, employment, discipline, and the potential acquisition of real property. The Board is expected to reconvene in open session for potential action on any closed session personnel items before adjourning.
