Washington County Commissioners to Review Development, Infrastructure, and Public Safety Plans

HAGERSTOWN, MD – The Washington County Board of County Commissioners will convene for an open session meeting on Tuesday, July 28, 2026, to address a variety of key issues affecting the county. The agenda includes proposals for development mitigation, clarification of zoning amendments, procurement of essential county vehicles and equipment, budget adjustments, and appointments to various county boards and commissions. Residents can expect discussions on development impacts on public facilities, the ongoing needs of county departments, and initiatives aimed at enhancing public safety and economic development.

The meeting will begin with the invocation and pledge of allegiance at 9:00 AM, followed by commissioners’ reports and comments. A significant portion of the morning session will be dedicated to development-related matters. The commissioners will consider an Adequate Public Facilities Ordinance (APFO) mitigation proposal for the Townes at Rockspring subdivision. This proposal addresses school capacity concerns, with the developer, D.R. Horton, Inc., offering an increased monetary contribution per lot. Additionally, the board will seek clarification on a previously approved text amendment to Section 19C of the Zoning Ordinance concerning a Special Economic Development District.

Several agenda items focus on essential county operations and infrastructure. The commissioners are scheduled to review sole source procurement for website technical support and management, a critical service for maintaining public communication and digital service delivery for Washington County Government. They will also consider intergovernmental cooperative purchases for two new 2027 Mack Granite plow trucks for the Highway Department and personal protective equipment for the Division of Emergency Services. A budget amendment for the Highway Fund is also on the agenda, proposing to utilize existing fund balance to cover additional line striping projects. The board will also vote on empowering the President to sign a task order for design work on a replacement Air Traffic Control Tower at the Hagerstown Regional Airport, a project supported by state funding. Further, a Memorandum of Understanding with the Maryland Department of Agriculture for black fly treatment on the Potomac River and its tributaries will be presented for approval, with Washington County contributing to this ongoing public health initiative. The county’s commitment to economic development will be highlighted with a discussion on approving census tract nominations for the Opportunity Zone 2.0 designation.

The meeting will also cover appointments to various county bodies. The commissioners will consider appointments to the Board of Social Services, the Adult Public Guardianship Review Board, and the Historic District Commission. These appointments are crucial for the effective governance and oversight of essential county services and preservation efforts. Finally, the board will review a recommendation for hiring a Transportation Engineer, a position vital for the planning and execution of transportation projects within the county.
