HAGERSTOWN, MD – The Washington County Board of County Commissioners is scheduled to hold its open session meeting on June 30, 2026, with a packed agenda covering a wide range of county matters. A post-legislative review session will be led by the county’s lobbyist, Bruce C. Bereano, providing an update on the 2026 legislative session. The updated Washington County Emergency Operations Plan, compiled by Tetra Tech, will be presented for approval, outlining procedures for responding to emergencies and disasters.

The agenda also features two public hearings. The first concerns the Agricultural Preservation Easement Rankings for Fiscal Year 2027, where the Board will consider approving a priority ranking of applications for the Maryland Agricultural Land Preservation Program. The second public hearing will address a proposed ordinance to defer data center development for a period of six months, allowing the county time to study the suitability and potential impacts of these facilities on infrastructure and the environment.

Several contract awards and renewals are slated for discussion and potential approval. These include a sole source procurement for Munis Software utility billing support, a contract award for taxiway rehabilitation at Hagerstown Regional Airport, and intergovernmental cooperative purchases for a Pierce Enforcer walk-in rescue fire truck and two Wheeled Coach 1170 ambulances for the Division of Emergency Services. Additionally, the Board will consider the purchase of two LifePak35 monitor/defibrillators, thirty Motorola APX8500 mobile radios for the Sheriff’s Department, and seven John Deere Ztrak mowers for the Parks and Facilities Department.

The agenda also includes an emergency procurement to replace the hot water heating system at the Detention Center, bid renewals for sludge hauling and electronics recycling services, and an intergovernmental cooperative purchase for roof replacement at the Water Quality Pump Shop. The Board will also review a bid award for grounds maintenance chemicals for various county departments and consider a Dell hardware purchase for outdated computer equipment.

Further items on the agenda include approval to apply for state grant funds for the design of a replacement Air Traffic Control Tower at Hagerstown Regional Airport, and acceptance of funding from the TSA Law Enforcement Officer Reimbursement Program. The Board will also consider a request for reimbursement from the Maryland Department of Transportation for county road impacts related to the US 40 Bridge over Conococheague Creek rehabilitation project.

In community development and funding, the Board will review recommendations for the Washington County Community Reinvestment and Repair Fund, and consider a hotel rental tax funding request and lease agreement renewal for the Miss Maryland Pageant. The county will also seek approval to apply for and accept grant funding from the Governor’s Office for Children and the FY27 Rural Health Transformation Program.

Financial matters include an update to the county’s investment policy and authorization for the Maryland Local Government Investment Pool account. The Board will also consider an FY26 budget amendment to increase tax revenue budgets and allocate funds for pensions, land preservation, ambulances, and a new courthouse. Changes to the Pension Plan Document will also be discussed, along with a recommendation for hiring a GIS Administrator.

Finally, the meeting will address reappointments to the Washington County Planning Commission, the Board of Zoning Appeals, and the Agricultural Land Preservation Advisory Board.
