Detectives with the Frederick County Sheriff’s Office (FCSO) have announced the arrests of multiple individuals following an extensive investigation into a shooting incident that occurred on November 2, 2025, in the 6600 block of Seagull Court in Frederick, Maryland. The incident resulted in a 21-year-old male sustaining gunshot wounds to the chest, leg, and hand.

The investigation revealed that deputies initially responded to the Seagull Court location due to reports of an assault in progress, which was subsequently upgraded to a shooting. Upon their arrival, deputies discovered the victim inside the residence. He was transported to a local trauma center for medical treatment. Following a thorough investigative process, detectives were able to identify several individuals believed to be involved.

As a result of these findings, four individuals have been arrested and charged. On March 11, 2026, Marquis Williams, a 36-year-old resident of Falling Waters, West Virginia, was apprehended in Christiansburg, Virginia. He has since been extradited to Maryland and faces charges including attempted first-degree murder, attempted second-degree murder, attempted home invasion, conspiracy to commit home invasion, conspiracy to commit first-degree assault (two counts), conspiracy to commit second-degree assault (two counts), use of a firearm in the commission of a violent crime, and handgun violations. Also on March 11, Shianice Govan, 35, of Hagerstown, Maryland, was arrested in Hagerstown. Her charges include attempted home invasion, conspiracy to commit home invasion, first-degree assault, conspiracy to commit first-degree assault (two counts), conspiracy to commit second-degree assault (two counts), and accessory after the fact.

Further arrests were made on April 8, 2026, when a 17-year-old male from Falling Waters, West Virginia, was taken into custody in Frederick. He is charged with attempted home invasion, conspiracy to commit home invasion, first-degree assault, conspiracy to commit first-degree assault (two counts), conspiracy to commit second-degree assault (two counts), and accessory after the fact. The final arrest in this series occurred on June 16, 2026, when Khirias Williams, a 21-year-old from Falling Waters, West Virginia, was located and arrested in Ocean City, Maryland. The Frederick County Sheriff’s Office was assisted by the United States Marshals Service Capital Area Regional Fugitive Task Force (CARFTF) Salisbury in this apprehension. Khirias Williams faces charges of attempted home invasion, conspiracy to commit home invasion, first-degree assault, conspiracy to commit second-degree assault, and accessory after the fact. The investigation into this incident is ongoing, and the Sheriff’s Office is requesting that anyone with additional information contact Detective Reese at 301-600-1046.
