According to Maryland State Police, Preston Scott Carter, a 21-year-old resident of Chester, has been charged with attempted first and second-degree murder, reckless endangerment, and additional assault charges. The charges stem from an incident that began on April 16th when troopers were dispatched to the unit block of Sherman Way in response to a report of a disturbance. The initial 9-1-1 call indicated that a man was present and making threats while armed with a knife.
Upon arriving at the scene, troopers made contact with the individual who had reported the disturbance. While one trooper was engaged with the complainant, a man, later identified as Carter, reportedly advanced toward the trooper brandishing a knife. In response to this perceived threat, the trooper discharged her agency-issued firearm, striking the man.
Emergency medical services were immediately rendered to Carter at the scene. He was subsequently transported to a local trauma center via the Maryland State Police Aviation Command for further treatment. No other individuals sustained injuries during the event.
In accordance with departmental policy and standard investigative procedures, the trooper involved in the shooting has been placed on administrative leave. The Maryland State Police Homicide Unit is leading the ongoing investigation into the incident. The department’s Internal Affairs Unit will also conduct its own review of the circumstances. Carter is currently being held without bond at the Queen Anne’s County Detention Center.
This incident highlights the potential dangers faced by law enforcement officers responding to calls involving individuals armed with weapons. Residents are reminded that engaging with law enforcement when armed or making threats can lead to severe legal consequences.
