The agenda for the Work Session and the 34th Voting Regular Session outlines several key items for discussion and potential approval. Among the initial items will be the Call to Order by Mayor William B. McIntire, followed by an Invocation and the Pledge to the Flag. Several announcements are slated, including information regarding the Rules of Procedure which become effective November 18, 2025, and restrictions on cell phone use during meetings. The schedule for upcoming meetings in April has also been provided, with Work Sessions scheduled for Tuesdays, April 7th, April 14th, and April 21st, all at 4:00 p.m., and a Regular Session on Tuesday, April 28th, at 7:00 p.m. The council will also recognize Women’s History Month and Child Abuse Prevention Awareness Month through proclamations.

A dedicated portion of the Regular Session is allocated for Citizen Comments, with thirty minutes set aside for residents to address topics pertinent to City of Hagerstown business. A substantial allocation of $1,125,000.00 is requested for City Hall fourth-floor renovations, to be undertaken by GRC General Contractor.

The Public Works department has several items, including the purchase of a Diesel Fuel Dispensing Unit for $15,061.72 from Spigler Petroleum Equipment, LLC, and the replacement of the City Park Fence for $12,292.00 by Long Fence Company. A mini, full-matrix portable changeable message board is proposed for $38,400.00 from Advanced Government Services, and a Motorola radio repeater for $14,524.00 from Hankey’s Radio, Inc. Custodial services for the Customer Service Center are also on the agenda, with Ragland Cleaning Services proposing a cost of $45,600.00.

Significant expenditures are also anticipated within the Utilities department. Emergency repairs to a substation transformer are estimated at $10,784.00 from Power Substation Services, LLC. A blanket contract for heavy-duty diesel truck maintenance with Transteck, Inc. is proposed for $35,000.00, and manual meter reading software licensing and support from SmartPhone Meter Reading, LLC, would cost $10,055.39. The renewal of a Hach Analyzer maintenance contract is $19,336.00. Substantial roof replacements are also on the docket: the R.C. Willson WTP roof replacement at $1,454,855.00 and the Pelletizer Building roof replacement for $417,429.60, both from Garland/DBS, Inc. Engineering services for the development of a Master Plan for Water and Wastewater are estimated at $2,790,365.00, with Black & Veatch contracted for this work. Environmental laboratory auto-samplers for wastewater are budgeted at $29,290.11 from HD Supply, and parts to rebuild wastewater blowers are listed at $14,220.65 from Hareza Technical Services, Inc. A vehicle purchase for Wastewater Unit 501 is proposed at $30,188.00 from Hertrich Fleet Services, Inc.

The agenda also includes a section for New Business, featuring the approval of several resolutions. These include applications for Appalachian Regional Commission and Summer Camp Grants, a Parking Lease Agreement with the Md. Judiciary – District Court, and a Declaration of Official Intent to Use Proceeds of a Future Borrowing for the WWT Plant Improvement Project. The council will also consider rescinding a license agreement for a monument at Kilpatrick Woods and approving a new agreement, as well as easements for wall murals with Bowen Investing, LLC, and Guesthouse Hagerstown 28 South, LLC. Agreements regarding the closure of the Summit Avenue Railroad Crossing, an electric service agreement with BP Energy Company, and the approval of the AFSCME 1540 Contract are also on the agenda.
