The Governor’s testimony highlighted the commission’s process, which was reconstituted on November 4th. For over two months, the commission actively solicited input from Maryland residents across all regions, backgrounds, and political affiliations. This public engagement, through submissions, hearings, and feedback, directly shaped the commission’s final recommendations. Governor Moore stated that this inclusive approach is fundamental to a functioning democracy, aiming to increase competition and accountability in elections. The proposed map seeks to more accurately reflect the lives of Marylanders and ensure their voices and concerns are fully represented in Congress. He also underscored the importance of Maryland playing its part in ensuring Congress can serve as a meaningful check on executive power.
Governor Moore expressed his conviction that the proposed map aligns with the expectations of Marylanders. He urged the legislature to engage in a robust debate, make necessary improvements, and proceed to a vote. The Governor drew a stark contrast between Maryland’s approach and actions he characterized as “political redlining” attributed to former President Donald Trump and JD Vance. He specifically noted his position as the only Black governor in the nation and a historically significant figure, suggesting that certain federal actions and suggestions to states aim to diminish Black leadership. Governor Moore stated his refusal to remain silent in the face of such efforts, framing them as attempts to suppress voices and eliminate elected Black leadership across the country. He criticized what he described as the federal administration’s disregard for the law and its role in inflicting harm, infringing on constitutional rights, and disenfranchising Americans under the guise of a nationalist slogan. He predicted that history would judge the Trump-Vance administration unfavorably, and expressed that those who obstruct responsive action would be remembered even less kindly.
