Maryland State Police are investigating an early morning fatal traffic collision that occurred on Interstate 95 in Howard County, resulting in one fatality and three individuals transported to area hospitals. According to a press release from the Maryland State Police, the deceased has been identified as Lazaro Miranda, a 47-year-old male from Baltimore, who was the driver of the refuse collection truck. He was pronounced dead at the scene. Two other passengers in the refuse truck, Juan Cormachi, 22, and Fausto Flores, 35, both also from Baltimore, were airlifted by the Maryland State Police Aviation Command to a shock trauma center for treatment. The driver of the tractor-trailer, identified as Abdul Abubakar, a 42-year-old male from Parkville, was taken by ambulance to an area hospital. A passenger in the tractor-trailer sustained no injuries in the crash.

The preliminary investigation by troopers from the Waterloo Barrack indicates that the refuse collection truck was traveling southbound on I-95. For reasons yet to be determined, the truck struck the rear of a 2014 Volvo tractor-trailer that was stopped on the right shoulder of the southbound lanes of I-95, just prior to Route 100. Emergency medical services from Howard County and troopers from the Waterloo Barrack responded to the scene. The Howard County Police Department also provided assistance.

The Maryland Department of Transportation State Highway Administration was present to manage road closures and implement detours while the highway remained partially or fully closed for investigation and cleanup. Two lanes of southbound I-95 were reopened by approximately 9:30 a.m., though a portion of the roadway continued to be inaccessible for a period. Personnel from the Commercial Vehicle Enforcement Division were dispatched to conduct post-crash inspections on both vehicles involved. The Maryland State Police Crash Team is leading the ongoing investigation into the cause of the collision.
