The Chamber’s advocacy for a competitive tax structure aims to support responsible government spending while seeking targeted cuts to maintain essential programs without imposing new financial burdens on businesses. The organization supports tax policy reforms intended to reduce the cost of doing business, encourage the establishment of new enterprises, and stimulate job creation. Their objective is to enhance Maryland’s tax climate to attract and retain businesses, skilled professionals, and investments. The Chamber intends to monitor and advocate for economic policies and incentives that foster private sector job growth and investment, supporting a state tax code that provides economic relief to Maryland businesses and taxpayers.
Regarding transportation funding and infrastructure investment, the Chamber views well-maintained and efficient transportation systems as crucial for business success. Additionally, the Chamber is open to exploring initiatives for light rail transportation to Washington County and encourages state legislative collaboration with the Congressional delegation to secure and utilize allocated funds for local transportation and infrastructure projects.
The Chamber also advocates for curbing over-regulation by urging the General Assembly to balance the needs of employers and employees in workplace legislation, while avoiding unnecessary regulations and excessive mandates. They plan to address regulatory issues impacting daily business operations and support legislation that allows market forces to function effectively within the state’s economy. This includes maintaining awareness of the operational challenges businesses face operating within a three-state radius and supporting employers’ autonomy in managing their workforces and setting wage and benefit policies. The Chamber also aims to modernize the state’s regulatory system to simplify the process of starting and operating small businesses, thereby increasing access to capital and technical assistance. Support is also directed towards the WorkKeys “Work Ready Community” initiative in Washington County and predictable, sustainable funding for higher education institutions to maintain affordability and quality. Their “cradle-to-career” strategy includes encouraging restorative practices in education and prison systems and supporting businesses in hiring individuals with prior incarceration.
Furthermore, the Chamber advocates for sound energy policies, supporting a diversified energy portfolio that enhances energy security and ensures a reliable supply. This includes exploring the development of nuclear energy. They emphasize that any proposals increasing reliance on electricity must consider the current grid’s capacity and avoid substantially increasing living and business costs. The Chamber also encourages the affordable expansion of electric vehicle charging infrastructure in Washington County and will monitor climate policies and clean energy goals, supporting cost-effective renewable energy sources while balancing economic needs with environmental concerns.
The agenda also includes advocacy for obtainable and “missing middle” housing, with the Chamber calling for public policy that creates affordable and accessible housing across a range of income levels and supports initiatives for workforce housing development, including adequate infrastructure. Finally, the Chamber supports the ethical use of Artificial Intelligence (AI), advocating for public policy that allows for AI’s positive and ethical utilization while safeguarding privacy, ensuring fair competition, and aligning Maryland’s policies with those of other states.
