Maryland State Police have arrested a Washington County man in connection with a fatal two-vehicle collision that occurred in Allegany County in May 2025. The incident that led to the charges occurred shortly before 8 p.m. on May 19, 2025. Maryland State Police from the Cumberland Barrack responded to a call reporting a two-vehicle crash on Orleans Road, south of High Germany Road. The preliminary investigation indicated that Fulmer, operating a Ford Ranger truck, was traveling southbound when he veered into the northbound lanes of traffic. It was in these northbound lanes that his truck collided with a Harley Davidson motorcycle.

The driver of the motorcycle, identified as Kenneth Appel Jr., a 66-year-old resident of Little Orleans, Maryland, was pronounced deceased at the scene of the crash. Fulmer sustained injuries and was transported to a local hospital for medical treatment. The investigation into the collision required the closure of traffic lanes for more than two hours and was conducted by the Maryland State Police Crash Team.
