A Hagerstown man has been sentenced to 100 years in prison for the July 2023 shooting that resulted in the death of one individual and serious injuries to another. The violent incident occurred on July 30, 2023, around 3 p.m. at an apartment on Brinker Drive in Hagerstown. Responding officers from the Hagerstown Police Department and the Washington County Sheriff’s Office discovered Elijah Raymond Rapheal lying unconscious on the sidewalk with a single gunshot wound to his torso. Despite being transported to Meritus Medical Center, Mr. Rapheal tragically died from his injuries shortly thereafter. Inside the apartment, officers found Madalina Paula Ciobanita, the other victim, with multiple gunshot wounds, though she miraculously survived.

The subsequent investigation pieced together the events leading to the shooting. Evidence, including cellular data, surveillance footage, and witness accounts, indicated that Francis visited Ms. Ciobanita’s apartment accompanied by Mr. Rapheal. During the visit, Francis is alleged to have suddenly produced a handgun and opened fire on both Mr. Rapheal and Ms. Ciobanita, neither of whom were armed. While Francis was quickly identified as the perpetrator, he evaded authorities and was not arrested until December 27, 2023, when the arrest warrant was served.

The prosecution of the case was handled by Assistant State’s Attorneys Christopher McCormack and Dakota Parrish. Detective Dustin Vogel of the Hagerstown Police Department led the investigation, with support from the Washington County Sheriff’s Office and the Washington County Narcotics Task Force.
