His vision for the upcoming year centers on the “ABCs” of governance: affordability, budgets, and competitiveness, emphasizing the state’s resilience and achievements despite significant federal headwinds. During his remarks, Governor Moore highlighted the successful implementation of a middle-class tax cut and the attraction of over $10 billion in private investment to Maryland’s economy.

Prior to the governor’s keynote, the 2025-2026 Maryland Association of Counties board of directors and officers were installed. Frederick County Councilmember M.C. Keegan-Ayer assumed the role of board president, succeeding Queen Anne’s County Commissioner Jack Wilson.
Governor Moore’s address acknowledged the challenges posed by the federal administration, noting that it has complicated the state’s work. However, he redirected the focus from federal actions to the proactive problem-solving spirit of Maryland’s local leaders. He asserted that the state is ending the year from a position of strength, largely due to this collaborative approach. The administration’s overarching mission is to foster a state where every resident has the opportunity to succeed, irrespective of their background.
To achieve this mission, the governor reiterated the importance of the “ABCs”: affordability, budgets, and competitiveness. In the realm of affordability, the state has provided energy rebates to residents facing financial difficulties and plans to accelerate efforts to increase housing production. These measures are intended to stabilize the housing market and reduce living costs for Marylanders.
Regarding budgets, Governor Moore pointed to the transformation of an inherited deficit into a surplus, the implementation of a tax cut for the middle class, and a progressive tax adjustment for high earners to fund educational initiatives. He expressed pride in these accomplishments, acknowledging the hard work and collaborative spirit with the Maryland General Assembly. He also stressed that balancing the state budget will not come at the expense of its residents, while also indicating a need to streamline programs to ensure sustainability. The governor acknowledged that upcoming budget decisions will be complex but affirmed Maryland’s commitment to tackling difficult issues.
Looking ahead to the next election cycle, Governor Moore recognized that many in attendance will be seeking re-election. He anticipates that voters will expect their representatives to both stand against unfavorable federal policies and to actively pursue their own vision for Maryland’s future. This future, as envisioned by the governor, is one where well-paying jobs with benefits are accessible to all, regardless of educational attainment. It is a future where every Marylander has a genuine chance at success, irrespective of their financial standing or geographic location, and where everyone can access opportunities for employment, fair wages, and wealth creation, thereby sharing in the state’s prosperity.
