Three former police officers from the Mt. Carmel Borough Police Department have been sentenced to federal prison terms for their involvement in a conspiracy to violate the civil rights of individuals they arrested. The sentences, handed down by Chief United States District Judge Matthew W. Brann, range from four to seven years. Former Lt. David Donkockik received seven years, former Patrol Officer Jonathan McHugh was sentenced to six years, and former Patrol Officer Kyle Schauer received a four-year sentence.

The convictions stem from a conspiracy that spanned from 2018 to 2021, during which the officers engaged in a pattern of excessive force and subsequent cover-ups. Authorities stated that in at least 22 separate arrests, Donkockik, McHugh, and Schauer employed excessive force, including kicking, punching, and choking individuals, which resulted in bodily injuries to the victims. Beyond the physical abuse, the officers also reportedly took measures to obstruct accountability by preventing video footage from police cameras from being captured or by failing to preserve incriminating recordings. To further conceal their actions, they allegedly misrepresented the arrestees’ behavior as necessitating the use of force and subsequently filed charges such as aggravated assault and resisting arrest against these individuals. These charges were reportedly used to mask the officers’ own use of unlawful violence. The investigation into these civil rights violations was a collaborative effort between the Federal Bureau of Investigation (FBI) and the Pennsylvania State Police.
