Ryan Medar, 38, previously pleaded guilty to conspiring with others to distribute controlled substances within Luzerne County between October 2023 and April 2024. His involvement included the distribution of both cocaine and quantities of methamphetamine exceeding 50 grams. During the course of the investigation, law enforcement utilized a confidential informant who successfully purchased methamphetamine and a firearm from Medar. This case was prosecuted under new criminal provisions of the Bipartisan Safer Communities Act, legislation enacted in June 2022 that specifically targets unlawful firearm trafficking and straw purchasing.
The investigation and subsequent prosecution were a collaborative effort involving multiple law enforcement agencies. These included the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Kingston Police Department, the Plains Township Police Department, the Wilkes-Barre Police Department, the Pittston Police Department, the Luzerne County Drug Task Force, the Luzerne County District Attorney’s Office, and the Lackawanna County District Attorney’s Office. The prosecution was handled by Assistant U.S. Attorney James M. Buchanan. The case is also part of Project Safe Neighborhoods (PSN), a federal initiative aimed at reducing violent crime and gun violence by fostering trust between law enforcement and communities, supporting violence prevention organizations, and implementing strategic enforcement priorities.
