The State of Maryland is stepping in to ensure that SNAP recipients receive their full benefits for November, following a federal judge’s order that compelled the Trump administration to provide contingency funding for the program. This state-level intervention comes after a period of uncertainty regarding federal contributions to SNAP, particularly in the context of the ongoing federal government shutdown. The governor’s office has emphasized that this funding is a crucial measure to prevent families from experiencing food insecurity.
Maryland was part of a coalition of states that initiated legal action against the Trump administration regarding the suspension of SNAP benefits during the federal shutdown. Concurrently, private lawsuits were filed in federal courts. Federal district courts subsequently ruled that the federal government was legally obligated to provide SNAP funds. While the administration indicated an intention to comply with the court’s order, they proposed covering only a portion of the SNAP benefits, and it remains unclear whether states will be reimbursed for any expenses incurred in making up the shortfall.
In response to the economic disruptions caused by the federal government shutdown, Governor Moore had previously declared a State of Emergency. This declaration also included the release of $10 million in emergency funding designated for Maryland’s food security partners. This additional funding is intended to address the broader crisis, which includes the federal government’s inaction on SNAP funding and the impact of furloughs on approximately 269,000 federal employees in Maryland, many of whom rely on these benefits for their families.
The $62 million designated for direct SNAP recipient support, in addition to the $10 million for food security organizations, will be drawn from the State’s Fiscal Responsibility Fund. The Maryland Department of Human Services is continuing to process new SNAP applications through MarylandBenefits.gov, and individuals seeking food assistance are encouraged to visit 211maryland.org.
Beyond SNAP benefits, the State of Maryland is offering a range of support services for federal employees and contractors affected by the shutdown. These resources include access to American Job Centers for career guidance, resume workshops, mock interviews, and job search strategies. Additional career resources, including information on transitioning to teaching, are also available. The state is also hosting virtual workshops specifically for former federal employees and contractors, and has organized job fairs and recruitment events. Unemployment insurance, veteran resources, legal aid, and assistance with health coverage, housing, and other forms of aid are also part of the comprehensive support system being provided. The State of Maryland continues to urge the federal administration and Congressional leaders to end the government shutdown and to fully reimburse states for covering federal SNAP benefits.
