WASHINGTON – U.S. Immigration and Customs Enforcement (ICE), in conjunction with the Federal Bureau of Investigation (FBI), has arrested Mahady Sacko, an individual accused of voter fraud in Philadelphia, Pennsylvania. Sacko entered the United States near Miami, Florida, and an immigration judge had previously ordered him removed from the country. This removal order was upheld by the Board of Immigration Appeals in November 2002, meaning Sacko has been subject to removal for over two decades. Despite this order, he remained in the United States. Records indicate that Sacko has been repeatedly reporting to ICE Enforcement and Removal Operations (ERO) for supervision since at least 2011.

The investigation into Sacko’s alleged fraudulent voting began in April 2025 after information was received by Homeland Security Investigations (HSI) and the FBI. Subpoenaed voting records from the Philadelphia City Commissioners and the Pennsylvania Department of State revealed that Sacko was a registered voter in Pennsylvania. These records suggest Sacko initially registered to vote in January 2005 and has since provided information consistent with his known biographical data, including his date of birth, a social security number, a driver’s license number, and his current address.

Crucially, according to the findings, Sacko allegedly falsely certified that he was a U.S. citizen on numerous occasions as part of the voter registration process. The records indicate that Sacko voted in federal elections in 2008, 2012, 2016 (both primary and general), 2020 (both primary and general), and most recently in the November 5, 2024, election for federal office. With the exception of the 2020 primary election, where he reportedly voted by mail, Sacko is alleged to have cast his ballots in person for these elections.
The affidavit supporting the arrest warrant details multiple instances of Sacko completing voter registration forms in Pennsylvania. These forms, dating back to August 2006, consistently show Sacko claiming U.S. citizenship. Additional registrations occurred through avenues such as voter registration drives, the Pennsylvania Department of Transportation (PennDOT), and paper applications. The investigation also involved comparing Sacko’s signatures on these registration documents with other official documents, such as vehicle registrations and driver’s license applications, which appear consistent.
The Department of Homeland Security has stated its commitment to ensuring that American elections are conducted fairly and honestly, free from fraud and errors. The alleged actions of Sacko, as detailed in the investigation, are seen as a violation of federal law concerning fraudulent voting.
