Senator Jackson is set to assume his new responsibilities as acting superintendent beginning November 12. His appointment comes as Col. Butler concludes a career of over 31 years in law enforcement. During his tenure as Superintendent, Col. Butler also held positions such as Chairman of the Police Training Commission, Vice President of the Maryland Chief’s Association, and Vice Chair of the High Intensity Drug Trafficking Areas (HIDTA) program. Prior to leading the department, he oversaw more than 1,000 troopers and investigative personnel as chief of the Maryland State Police Field Operations Bureau, which encompasses 23 barracks.
Senator Jackson brings a considerable background in public service to this role. He dedicated twenty-two years to the Prince George’s County Sheriff’s Office, which included eight years as the elected sheriff and over five years as president of Fraternal Order of Police Lodge #112. His legislative career began in 2014 when he was elected to the Maryland General Assembly, representing legislative district 27B as a state delegate from 2015 to 2021. In the House of Delegates, he was a member of the Appropriations Committee and served as vice chair in 2020. Subsequently, he was appointed to the Maryland State Senate in January 2021 and elected in November 2022 to represent district 27. In the Senate, Jackson has chaired the Pensions Subcommittee and the Public Safety, Transportation and Environment Subcommittee. He also served as chair of the Senate Veterans Caucus and as a member of the Senate Budget and Taxation Committee.
Jackson’s public service has been recognized with numerous accolades. Notably, his establishment of the first 24/7 Domestic Violence Intervention Unit in the Mid-Atlantic Region was entered into the Congressional Record. He has also directed the Maryland Community Crime Prevention Institute, the Leadership Development Institute, and the Maryland Sheriffs’ Association. Jackson is a veteran of the United States Marine Corps and holds advanced degrees from The Johns Hopkins University and DeVry University, along with a Graduate Certificate in Biblical Studies from St. Mary’s Seminary and University.
The leadership change at the Maryland Department of State Police signifies a continued commitment to public safety, with Senator Jackson expected to build upon the foundation laid by Col. Butler. Governor Moore has emphasized an “all-of-the-above approach to public safety,” focusing on accountability, coordination, and partnership as key principles.
