According to DHS, U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) identified Espinoza Martinez as the individual who allegedly orchestrated the “hit” on Chief Bovino. The investigation gained traction when HSI Chicago received screenshots of a Snapchat conversation. These messages, reportedly from a user named “Juan,” indicated a financial reward for information leading to Chief Bovino’s capture, with a specific offer of $10,000 to “take him down”. Further communication within the screenshots suggested the involvement of the Latin Kings gang with the phrase “LK….on him.” The Department of Justice is currently prosecuting Espinoza Martinez on charges of soliciting the murder of a senior federal law enforcement official. The announcement highlighted that Espinoza Martinez is an undocumented immigrant from Mexico who entered the country at an unspecified time.
