The newly established program offers a one-time, no-interest loan of $700 to assist affected workers in covering essential expenses such as rent and groceries. Repayment of the loan is deferred until 45 days after the federal government shutdown concludes, allowing recipients to receive their back pay. Applications for the loan program are now being accepted.

While the application portal is open, the issuance of loans is contingent upon the federal government shutdown remaining in effect on October 15. Following this date, the Comptroller’s Office will process loan requests submitted to the Maryland Department of Labor, and the Treasurer’s Office is slated to begin distributing the first round of loan payments on October 16.

To be eligible for this financial assistance, applicants must be residents of Maryland and hold a federal employee designation as “excepted” during the shutdown period. Verification of identity, Maryland residency, federal employment status, and excepted status will be required. The state is also providing resources for other groups affected by the federal shutdown. Furloughed federal employees, who are not working and not receiving pay, may qualify for unemployment insurance benefits through the Unemployment Compensation for Federal Employees program. These benefits would need to be repaid once retroactive pay is received. Additionally, furloughed employees of federal contractors who are not working or being paid may be eligible for state unemployment insurance benefits.

Maryland continues to offer a comprehensive range of support services for federal employees and other individuals impacted by federal actions during the shutdown. These resources include job search assistance through 33 American Job Centers and a specialized Professional Outplacement Assistance Center, offering career guidance, resume workshops, mock interviews, and networking support. Additional career resources, including information on transitioning to teaching careers, are also available.

A weekly virtual workshop specifically designed for former federal employees and contractors has been attended by over 1,600 individuals to date. The state also facilitates job fairs and recruitment events. Other available supports include unemployment insurance, resources for veterans, legal aid, and assistance with health coverage, housing, and food security.

The Moore-Miller Administration is committed to ensuring the continued operation of major federal programs such as Medicaid, SNAP, WIC, Head Start, and veterans’ services, with the expectation that the state will be reimbursed for eligible federal expenses incurred during the shutdown, consistent with past practices. The duration of the shutdown and the level of federal commitment could influence the sustained operation of these programs. The administration will collaborate with the State Treasurer and Comptroller to monitor the impacts of the shutdown and disseminate updates.

Maryland’s economy is significantly influenced by its large federal workforce, with a substantial number of federal employees residing and working within the state. Previous federal government shutdowns have resulted in considerable financial losses for Marylanders. The current shutdown, coupled with past federal job reductions, poses a significant risk to the state’s economic stability, especially considering existing economic pressures faced by Maryland residents.
