Magistrate Frazier has been serving as a family law magistrate within the Howard County Circuit Court since 2022. During his time on the bench, he developed Project Elevate, an initiative aimed at providing educational opportunities for young individuals involved in the justice system. This program collaborates with the Howard County Public School System, Howard Community College, and the Maryland Department of Juvenile Services. Project Elevate assists young people in obtaining GEDs or associate’s degrees while offering them support through tutoring, mentorship, and skill development resources.
Prior to his judicial appointment, Frazier dedicated 15 years to the Howard County State’s Attorney’s Office. His work as a prosecutor there focused on narcotics investigations, asset forfeiture, and the prosecution of violent crimes. In his later years with the office, he held the position of chief of the general crimes unit, overseeing a broad spectrum of criminal prosecutions. His legal career also includes a clerkship with the Honorable Marcella A. Holland, a retired judge of the Baltimore City Circuit Court.
Frazier earned his law degree from the University of Baltimore School of Law. He is also a lifelong member of Alpha Phi Alpha Fraternity, Inc., an organization whose principles of service and scholarship have significantly influenced his professional and personal life.
