Porter, a frequent attendee at county meetings whom the county issued a trespass letter against, quietly entered the room in the middle of the session. Barr requested Porter to leave, and when Porter did not comply, Barr announced a recess, and cleared the room. As officials reconvened, Porter returned; once again, the room was emptied and the meeting paused. This pattern repeated multiple times, forcing commissioners to postpone the rest of the open session until the next county meeting.

Despite no visible or audible outbursts by Porter captured by the live stream during these interruptions, commissioners maintained that clearing the room was necessary to uphold order.
