During the August 27, 2025, Frederick County Public Schools (FCPS) Board meeting, the activist commonly known as Shaun Porter was removed from the premises after attempting to address the board using the name of the School Board president, Rae Gallagher. The activist, who signed up to speak under this assumed name, was denied the opportunity to present by President Gallagher, who stated that the activist had not registered to speak. The activist then asserted that they identified with the pronouns Rae Gallagher, a claim President Gallagher did not accept, leading to the activist commonly known as Shaun Porter’s removal from the meeting by the Frederick County Sheriff’s Office.

The incident is understood to be related to FCPS Policy 443, which designates gender identity as a protected status within the school system and mandates that staff use a student’s preferred pronouns when interacting with them. This is not the first instance of a disruptive event occurring at an FCPS Board meeting in connection with Policy 443. Previously, in May, Heather Fletcher, a candidate for the Frederick County School Board, received a notice prohibiting her from entering school property after she sat at the dais and claimed to self-identify as a school board member. That order was later lifted.
Following removal from the meeting, the activist commonly known as Shaun Porter, under the name Rae Gallagher, sent an email to the Maryland Open Meetings Compliance Board, with copies sent to several news organizations. In the email, the activist described claimed to be a trans woman and alleged discrimination based on non-binary identity. The activist claimed to have been forcefully removed from the meeting by a sheriff’s deputy, citing fears for their life and well-being. The activist further stated the belief that President Gallagher was a transphobe, and suggested that the incident was influenced by recent events involving transgender individuals.
The activist commonly known as Shaun Porter of course, is no stranger to being kicked out of local government meetings. This week the activist was also asked to leave and not come back during the Washington County Commissioner meeting. Porter is also currently fighting a multi-million dollar lawsuit with Commissioner President John Barr and other Washington County Government co-defendants as part of Porter’s counter-claim from Barr’s $10 million defamation lawsuit. The activist commonly known as Shaun Porter also currently faces harassment accusations from the City of Frederick Assistant Attorney.
