Khalil Zaied, who brings nearly two decades of experience in various leadership roles within Baltimore’s municipal government, has been named Deputy Mayor for Operations. In this newly added cabinet-level position, Zaied will oversee key agencies including the Departments of Public Works, General Services, and Transportation, as well as the Mayor’s Office of Infrastructure Development and the Parking Authority. His return to City Hall is expected to bring coordination and oversight to essential city functions that directly impact daily life for residents.
Matthew Garbark has been nominated to serve as the Director of the Department of Public Works. Having served as interim deputy director and previously led the Mayor’s Office of Infrastructure Development, Garbark will now be responsible for ensuring consistent delivery of water, sanitation, and maintenance services. His appointment is part of a broader push to stabilize leadership within DPW and enhance its accountability to the public.

Three additional leadership changes have been announced within DPW. Alan Robinson will become the new Deputy Director after serving in the Mayor’s Office, where he oversaw operational strategy. Kendall Abu-Hakim, who brings 14 years of city service, is nominated to lead the Division of Solid Waste. Steve Sharkey, previously in an interim role, is nominated as the permanent head of the Division of Water and Wastewater. These promotions aim to solidify a more experienced leadership team to manage critical public services and infrastructure projects.
Residents should anticipate operational reforms that could result in quicker response times for services like trash collection, water maintenance, and infrastructure repairs. The restructuring is part of the mayor’s broader initiative to modernize city government and increase efficiency.
