A man convicted in a gang-related double murder at a 1994 graduation party in California has been arrested during a recent U.S. Immigration and Customs Enforcement (ICE) operation in Los Angeles. Federal officials identified the individual as Cuong Chanh Phan, a 49-year-old Vietnamese national who is unlawfully present in the United States. Phan was previously convicted of second-degree murder for his role in a deadly shooting that took place more than three decades ago. According to law enforcement accounts at the time, Phan and several associates returned to a high school graduation party after being asked to leave and opened fire with semiautomatic weapons, killing two teenagers and injuring seven others.

The 1994 attack left 18-year-old Dennis Buan of South Pasadena and 15-year-old David Hang of San Marino dead. The mass shooting led to a significant law enforcement response, including more than 120 sheriff’s deputies and officers, and resulted in the arrests of Phan and eight others reportedly affiliated with a gang.
