A man convicted in a gang-related double murder at a 1994 graduation party in California has been arrested during a recent U.S. Immigration and Customs Enforcement (ICE) operation in Los Angeles. The arrest comes amid heightened focus on the enforcement of immigration laws involving individuals with serious criminal histories.

Federal officials identified the individual as Cuong Chanh Phan, a 49-year-old Vietnamese national who is unlawfully present in the United States. Phan was previously convicted of second-degree murder for his role in a deadly shooting that took place more than three decades ago. According to law enforcement accounts at the time, Phan and several associates returned to a high school graduation party after being asked to leave and opened fire with semiautomatic weapons, killing two teenagers and injuring seven others.
The 1994 attack left 18-year-old Dennis Buan of South Pasadena and 15-year-old David Hang of San Marino dead. The mass shooting led to a significant law enforcement response, including more than 120 sheriff’s deputies and officers, and resulted in the arrests of Phan and eight others reportedly affiliated with a gang.
