The SHA based its response on a formal engineering study assessing traffic volume, pedestrian activity, and intersection characteristics. The study found that the location did not meet the established criteria, or “warrants,” required by the Manual on Uniform Traffic Control Devices (MUTCD) for a traffic signal. These warrants include factors such as crash data, vehicle flow, and pedestrian traffic—none of which reached thresholds necessary for state action.

Further evaluation also concluded that a multi-way stop would not improve conditions at the intersection. SHA cited limitations such as roadway geometry and poor sight distance approaching the area, particularly the crest near Calvary Lutheran Cemetery. The agency also noted that queued traffic waiting at a stop sign could pose additional safety risks, including an increased chance of rear-end collisions. Noise concerns were also referenced, as more frequent vehicle stops can increase ambient sound levels—an undesirable outcome for the surrounding community.

The rejection follows a February 25, 2025, meeting between Mayor Russ Weaver and SHA officials where concerns were formally discussed. Residents have been increasingly vocal about the intersection following a series of recent accidents, arguing that the current traffic configuration fails to protect drivers and pedestrians adequately. Despite these concerns, the SHA determined that the data does not support a change and maintains that current traffic conditions do not justify a signal or stop control based on federal guidelines.
