A Harrisburg man is facing federal charges related to a long-running diesel emissions tampering scheme, according to an announcement by the U.S. Attorney’s Office for the Middle District of Pennsylvania. Ryan Spencer, 33, was charged on April 4, 2025, with conspiring to defraud the Environmental Protection Agency (EPA) and violating the Clean Air Act while working as a Service Manager at a local diesel repair business.

Prosecutors allege that from 2013 through March 2024, Spencer worked with others at Pro Diesel Werks, including company owner Roy Ladell Weaver, to disable emission control hardware on customer diesel vehicles, a process commonly referred to as “deleting.” This action prevented the vehicles from effectively reducing harmful pollutants. The group is also accused of modifying the software of those vehicles, known as “tuning,” to conceal the tampering from onboard diagnostic systems.
The federal investigation, led by the EPA’s Criminal Investigations Division, revealed that these modifications were part of a broader effort to impede the EPA’s ability to enforce emissions regulations. Weaver and the company itself were previously indicted by a grand jury in February 2025 on similar charges.

If convicted, Spencer faces a maximum sentence of seven years in prison, supervised release, and financial penalties. However, any final sentencing will be determined by a federal judge, factoring in federal sentencing guidelines. It is important to note that all defendants are presumed innocent unless proven guilty in a court of law.
