The Leesburg Police Department celebrated exceptional service and professional achievement during its annual Awards and Promotions Ceremony, held April 3 at the Ida Lee Community Center. Hosted with support from the Loudoun First Responders Foundation, the event recognized officers, civilian staff, and community members for distinguished contributions throughout 2024. A total of 48 team members were also honored for reaching service milestones ranging from five to 25 years.

Among the top honors presented, Officer First Class Alex Butynski received the Lifesaving Award for actions taken to preserve human life. Master Police Officer Josh Carter was recognized twice—earning the Meritorious Action Award and being named Officer of the Year. The Meritorious Service Award went to Master Police Officer Christopher Hill for consistent high-level performance across key professional standards.

The department also awarded the Lt. O’Neal H. Stewart Memorial Employee of the Quarter honor to four individuals, including civilian and sworn staff, and handed out the Commanders Awards to three officers. Officer Victor Bendezu received both a quarterly award and the Community Ambassador Award, while Records Specialist Jessica Molina was recognized as both a quarterly honoree and Civilian of the Year. Other top honors included the Chief’s Eagle Award presented to Major Vanessa Grigsby and the Volunteer of the Year Award to Steve Hood.
Promotions announced during the ceremony included advancements to Officer First Class, Senior Police Officer, Master Police Officer, and Sergeant. In total, 10 officers were promoted, reflecting career growth within the department. The Distinguished Field Trainer Award was presented to Senior Police Officer Lelia Brickley for her role in developing future officers.
