A federal grand jury in Maryland has indicted 73-year-old Jorge Echeverri of Port Tobacco on charges including theft of government property, passport fraud, misuse of Social Security, false statements, and false claim of U.S. citizenship. The indictment alleges that Echeverri, a Colombian national, illegally entered the U.S. in 1972, was deported three times, and re-entered unlawfully between 1985 and 1987. Using a fraudulent Puerto Rican birth certificate, Echeverri assumed the identity of “Pedro Torres Rivera” and lived as a U.S. citizen.

Echeverri is accused of unlawfully applying for and receiving Social Security retirement benefits from May 2010 to January 2025. He also allegedly applied for a U.S. passport under the false identity, voted in the 2020 and 2024 presidential elections, and misused a Social Security number. Federal authorities, including Homeland Security Investigations, the Department of State’s Diplomatic Security, and the Social Security Administration’s Office of Inspector General, contributed to the investigation.
If convicted, Echeverri could face up to 10 years in prison for both passport fraud and theft of government property. Sentencing would be determined by a federal district court judge, who will consider U.S. Sentencing Guidelines and other factors. Echeverri is presumed innocent until proven guilty.
