A Prince George’s County woman has been sentenced for felony insurance fraud after submitting false claims regarding extensive water damage to her home and personal belongings. Rhonda Keisha Powell, also known as Rhonda Keisha Jackson, 39, of Upper Marlboro, Maryland, pleaded guilty to two counts of felony insurance fraud and received a five-year sentence, with all but 45 days suspended. She will also be on supervised probation for five years and must pay $58,373 in restitution.

Powell filed fraudulent insurance claims under her USAA renter’s policy in December 2020 and November 2022. In both instances, she claimed that a broken pipe in the primary suite bathroom of her Upper Marlboro residence caused flooding, resulting in damage to various items, including furniture, electronics, clothing, and jewelry. USAA paid Powell $58,373 for the 2020 claim. However, the 2022 claim, which sought $124,034, was denied after investigators discovered inconsistencies in her reports.

An investigation revealed that Powell had not reported any water damage to her landlord, and the receipts and invoices she submitted had been either falsified or altered. Additionally, images of the alleged damage were found to be taken from the internet rather than her actual property. Powell pleaded guilty on October 29, 2024, in the Circuit Court for Prince George’s County before Judge Lawrence V. Hill, Jr., who issued the sentence on February 20, 2025.
The case was prosecuted by the Maryland Attorney General’s Office, with assistance from the Maryland Insurance Administration. Attorney General Anthony G. Brown acknowledged the efforts of the Fraud and Corruption Unit, the State’s Attorney for Prince George’s County, and forensic investigators in uncovering the fraudulent claims.
