Washington County Public Schools (WCPS), in collaboration with the Education Foundation of WCPS, has named Charles Bell as the 2025 Educational Support Personnel (ESP) of the Year. Bell, a Custodial Engineer at E. Russell Hicks Middle School, has dedicated 12 years to serving WCPS students. The award was announced during an event held at the Maryland Theatre’s Manger Ballroom in downtown Hagerstown.

WCPS Superintendent Dr. David Sovine praised Bell’s dedication, highlighting his strong work ethic, teamwork, and positive rapport with students. The annual ESP of the Year award recognizes non-teaching staff who make significant contributions to the school system. In recognition of his achievement, Bell received a two-night stay at Elmwood Farm Bed and Breakfast, courtesy of Elmwood Farm, along with $1,500 from WCPS to support his role.

Finalists for the 2025 ESP of the Year included Lacey Grove (Administrative Support), Ashley Harbaugh (Food & Nutrition Services), Edwina Walker (Transportation), and Jessica Walsh (Student Support). Each finalist was recognized for their service and received $500 from WCPS, along with prizes from local businesses including Cannon Coffee, Cracker Barrel, D&G Liquors, Flying Boxcars, Maryland Theatre, Red Heifer Winery, The Dog House, Warehouse Cinemas, and the YMCA Hagerstown.

Lacey Grove, an Administrative Assistant I at North Hagerstown High School, has provided administrative support for 13 years and previously worked as a Special Education Instructional Assistant. Ashley Harbaugh, Regional Assistant Kitchen Manager at South Hagerstown High School, has served WCPS students for 13 years, ensuring they receive nutritious meals. Edwina Walker, a bus driver for students in Smithsburg, has been with WCPS for seven years, serving as the first and last point of contact for many students each school day. Jessica Walsh, an Integrated Pre-K Paraprofessional at Ruth Ann Monroe Primary School, has supported students for five years, including in Food and Nutrition Services.

The ESP of the Year award highlights the essential roles support staff play in school operations and student success. WCPS continues to recognize the dedication of its employees through this annual honor.
