Authorities in Hagerstown are investigating a homicide after a man was fatally shot inside a residence on West Franklin Street. The incident occurred on February 12, 2025, at approximately 3:41 PM, when officers from the Hagerstown Police Department responded to reports of a shooting in the 200 block of West Franklin Street. Upon arrival, they discovered a male victim who later succumbed to his injuries.

The victim has been identified as 39-year-old Jamaal Roberts of Rocky Mount, North Carolina. Following the investigation, police identified 28-year-old Kevin Wilfred Huling as the suspected shooter. Detectives tracked him to a residence on Wakefield Road, where he was discovered hiding in a closet. Officers executed a search and seizure warrant at the location, uncovering evidence linked to the crime.

Huling was arrested and taken to the Hagerstown Police Department for questioning before being transported to the Washington County Detention Center. He is being held without bail on charges of first- and second-degree murder, along with related firearms offenses. Authorities confirmed that Huling and Roberts were known to each other.
