The Maryland Transportation Authority (MDTA) has awarded three $20 million contracts for Construction Management and Inspection Services as part of the Key Bridge Rebuild Project. Approved by the Maryland Board of Public Works, the contracts were awarded to three joint ventures: Greenman-Pederson, Inc./Gannett Fleming, Inc.; Michael Baker International, Inc./STV, Inc.; and AECOM Technical Services, Inc. These firms will oversee construction quality, compliance, and inspections throughout the project.

The selected consultants will be responsible for various tasks, including constructability reviews, traffic maintenance monitoring, materials testing, and documentation control. They will also assist MDTA’s compliance officers in ensuring the project meets its Disadvantaged Business Enterprise (DBE) goals. The contracts are structured as open-ended, task-order-based agreements with a 33% DBE goal and a five-year duration.
MDTA initially issued a request for proposals on September 9, 2024, and received technical proposals in October. After evaluation, the MDTA Board awarded the contracts in January 2025 to the three highest-ranked teams. These firms will collaborate with MDTA’s General Engineering Consultant, Bridging Maryland Partnership, and Progressive Design Builder, Kiewit Infrastructure Co., to oversee the construction process.
