Martinez was born and raised in Hagerstown, Maryland. She attended North Hagerstown High School and later took classes at Hagerstown Community College. Growing up in foster care, she found solace in poetry, which became a key avenue for her self-expression and community engagement. Her involvement in community mediation through the Washington County Community Mediation Center eventually led her to politics. In 2020, she secured a seat on the Hagerstown City Council, making history as one of the first Black women elected to the council.

In February 2023, Martinez was appointed mayor following the resignation of Emily Keller, becoming the first Black person to hold the position. During her tenure, she focused on public safety initiatives and economic development, including a proposed indoor sports complex aimed at boosting tourism and recreation. Later in 2023, she launched a campaign for Maryland’s 6th congressional district but was unsuccessful in the Democratic primary in May 2024.
