According to the indictment, Lira allegedly sent a message on August 10, 2022, containing violent threats against the NIH investigator. The message included explicit threats to kill and harm the victim, describing in graphic detail the intended violence. The case was investigated by the FBI’s Baltimore Field Office.
According to the indictment, on August 10, 2022, the defendant threatened a senior investigator from the National Institutes of Health, by transmitting the following: “You f*cking animal abuser, I’ll find and kill you, b*tch. I’ll drill your f*cking brain off, and I’ll film it, so everyone can watch. You don’t deserve anything else. Your days are counted.”
If convicted, Lira could face up to five years in federal prison. However, actual sentences in federal cases are typically lower, with the final determination made by a district court judge based on sentencing guidelines and other legal factors.

The extradition was coordinated between U.S. and German authorities, with significant assistance from the U.S. Department of Justice’s Office of International Affairs. German agencies, including the Public Prosecutor General’s Office in Düsseldorf and the Federal Office of Justice, played key roles in securing Lira’s transfer to the United States. The case is being prosecuted by Assistant U.S. Attorney Thomas M. Sullivan.
