He emphasized the revitalization of American manufacturing through measures like the CHIPS and Science Act and underscored strides in global leadership, including a stronger NATO alliance and support for Ukraine in its defense against Russian aggression.
On the domestic front, Biden stressed the importance of fostering unity and fairness. He cited efforts to tackle income inequality, strengthen the middle class, and reform the tax code to ensure wealthier Americans contribute their fair share. His administration’s focus on healthcare access, climate action, and support for veterans was presented as laying the groundwork for long-term national prosperity.

Biden also warned of challenges, particularly the concentration of wealth and power among a few, the spread of misinformation, and the risks posed by unchecked technological advances like artificial intelligence. He called for vigilance in protecting democratic institutions and urged Americans to remain engaged in shaping the country’s future. Biden concluded by expressing gratitude to the American people, his administration, and Vice President Kamala Harris, describing his presidency as the honor of his lifetime.
In response, House Speaker Mike Johnson characterized Biden’s presidency as marked by failures, pointing to rising costs of living, border security issues, and what he described as weakened global leadership. Johnson credited the incoming administration under President-elect Donald Trump with laying the groundwork for what he called a “new golden age.” Johnson emphasized the Republican Party’s readiness to enact sweeping reforms during the initial months of the new administration.
As Biden underscored his administration’s focus on environmental progress, healthcare reforms, and strengthening international alliances, Johnson accused the outgoing president of mismanaging U.S. foreign policy, particularly in the Middle East. He claimed that policies during Biden’s term emboldened adversarial forces and undermined allies like Israel. Johnson attributed recent progress in the Israel-Hamas ceasefire to President-elect Trump’s firm diplomatic approach.
Biden’s address called for unity and vigilance in protecting democratic values and warned against the concentration of wealth and power. Johnson, however, dismissed the address as unconvincing, framing Republican unity and a commitment to the America First agenda as essential to addressing what he called the “disastrous policies” of the Biden administration.
