The U.S. Supreme Court has declined to hear a challenge to Maryland’s handgun licensing law, leaving in place a 2024 ruling from the Fourth Circuit Court of Appeals that upheld the legislation. The law, which requires most residents to obtain a license before purchasing a handgun, was originally enacted in 2013 following the Sandy Hook Elementary School shooting.

Maryland’s Handgun Qualification Licensing (HQL) law mandates applicants to submit fingerprints, pass a background check, and complete a training course. Proponents argue that these measures reduce gun violence and enhance public safety. In August 2024, the Fourth Circuit rejected a Second Amendment challenge to the law, with a 14-2 decision supporting its constitutionality. The Supreme Court’s decision not to review the case solidifies that ruling.

Attorney General Anthony G. Brown praised the court’s move, emphasizing that the law plays a critical role in preventing gun-related tragedies. He highlighted the importance of proactive measures like the HQL to keep firearms out of the hands of individuals who pose a risk to public safety.
