One major component of the agenda addresses the protection of vulnerable adults, particularly seniors in long-term care facilities. Proposed legislation includes requirements for installing video recording equipment in common areas of these facilities to enhance transparency and accountability. Additionally, measures would strengthen financial protections for residents by holding caregivers to stricter standards in their interactions with patients. These efforts aim to combat exploitation, abuse, and neglect that disproportionately affect elderly Marylanders.
In the realm of worker rights, Brown plans to introduce legislation to combat wage theft by establishing a Worker Protection Unit within the Attorney General’s Office. The unit would work in tandem with the Maryland Department of Labor to enforce labor laws more effectively. Further, revisions to the Workplace Fraud Act are proposed to broaden its scope across all industries and streamline investigative processes, promoting fair wages and safer working conditions for employees statewide.

Another priority for the Attorney General is ensuring civil rights protections in private detention centers. Proposed legislation would grant his office authority to take legal action against facilities violating detainee rights, ensuring they meet the same standards as public institutions. Brown also intends to support measures promoting equitable housing and employment practices, as well as addressing systemic racial disparities in incarceration rates. This includes initiatives to amend compulsory education laws for justice-involved youth, expand parole eligibility, and broaden access to “Second Look” laws allowing judges to reduce excessive sentences under certain conditions.
The agenda reflects a broad effort to protect Marylanders’ rights and welfare, particularly those most vulnerable to abuse and exploitation. Attorney General Brown emphasized his commitment to advancing a fairer, more just state through these legislative initiatives.
