The Maryland Department of Budget and Management (DBM) has awarded a $190,000 firm fixed-price contract to Accenture LLP for the provision of strategic support services to analyze the impact to Maryland of Donald Trump winning the 2024 election. The agreement, executed through a Participating Addendum to a competitively procured contract from the University of Virginia, is intended to address priority areas and improve operational efficiency within the state government. The contract term is set for two months.

The contract focuses on three critical areas of strategic support. First, Accenture will undertake priority identification and research to assess the impact of federal policy changes on Maryland’s programs and priorities. This involves analyzing the incoming administration’s party platform, campaign proposals, legislative agendas, and announcements from key committees. The findings will help identify areas of alignment or potential conflict with state goals, as well as key federal personnel whose actions may influence Maryland’s interests.
Second, the firm will provide risk management and scenario planning services. This aspect of the work includes identifying and assessing risks or opportunities arising from federal developments and proposing mitigation strategies. Accenture will also enhance scenario planning efforts previously initiated by the Office of the Governor, focusing on prioritizing state resources and considering potential legal challenges when necessary.

Third, the contract includes program management support for Maryland’s administrative leadership. This support encompasses organizing project management activities, including facilitating meetings, tracking action items, and aiding working groups in implementing transition strategies efficiently.
This initiative is part of the broader Federal Transition Strategic Advisory Support Services project. The project’s goal is to ensure that Maryland is prepared for shifts in federal policies, funding, and programs under the new administration. Additionally, it aims to identify ways to enhance the performance of large-scale state programs, improve operational efficiency, and achieve cost savings.
The use of an intergovernmental cooperative procurement process to secure this agreement allowed the state to bypass lengthy procurement timelines while ensuring transparency and adherence to Maryland’s procurement laws. Officials noted that this approach was chosen to expedite the delivery of critical services and enhance administrative efficiency.
