HAGERSTOWN, MD News (10/14/2024) – On the evening of October 12, 2024, at approximately 6:45 p.m., officers from the Hagerstown Police Department responded to a report of a stabbing in the 100 block of W. Franklin Street. A nearby officer, stationed at N. Prospect and Church Streets, observed two men involved in a chase. One of the men, later identified as 40-year-old Kevin Leonard Quander of Hagerstown, was wielding a knife and actively swinging it at the other individual.

As the officer exited his patrol vehicle, he witnessed Quander making a slashing motion toward the victim’s neck. Despite commands from the officer to drop the weapon, Quander refused to comply. According to police, Quander told the officers he wanted them to kill him, before fleeing on foot into the 100 block of N. Jonathan Street.
Officers pursued Quander and eventually deployed a taser to subdue him. Although he continued to resist, officers were able to take Quander into custody. Meanwhile, additional officers attended to the victim, who had sustained three stab wounds to his upper back and neck. The victim was transported to Meritus Medical Center, where he received treatment for non-life-threatening injuries.

Kevin Leonard Quander has been charged with first- and second-degree attempted murder, first- and second-degree assault, and reckless endangerment.
Hagerstown Police commended the officers on scene for their swift actions in preventing further harm and de-escalating a situation that could have escalated into a fatal encounter. The department also recognized the officers’ efforts in rendering first aid before emergency medical services arrived.
The investigation into the incident is ongoing.
According to Maryland court records, Quander was convicted of a separate second degree assault charge in 2021, and sentenced to 6 years. However, all but 435 days of that sentence were suspended.
