HAGERSTOWN, MD News (8/29/2024) – Yesterday at approximately 3:35 PM, officers from the Hagerstown Police Department responded to reports of a shooting in the 100 block of E. Washington Street. Upon arrival, officers discovered a victim, later identified as 41-year-old Deangelo Rouzer of Hagerstown, suffering from multiple gunshot wounds. Rouzer was promptly transported to Meritus Medical Center, where medical staff expect him to survive his injuries.

The investigation swiftly led officers to a suspect, 17-year-old Micha Ricks, also of Hagerstown. Ricks was apprehended in the 300 block of Liberty Street following a brief foot pursuit. Authorities have indicated that the incident was not random, as the victim and the suspect were known to each other, and the shooting appears to have been targeted.

Ricks is facing several serious charges, including Attempted First and Second Degree Murder, First and Second Degree Assault, Reckless Endangerment, and multiple firearms-related offenses. Due to the severity of the charges, Ricks is being charged as an adult and is currently held at the Washington County Detention Center.
