HAGERSTOWN, MD News (6/17/2024) – Recent changes to parking rates in Hagerstown have sparked concerns among businesses, creating significant pushback at council meetings. The new rates, approved at the latest Mayor & Council meeting, have led to a peculiar situation: in some cases, it is now sometimes cheaper to pay a parking fine than to feed the meter.

Under the revised parking policy, the W. Antietam Street parking lot and city parking decks now charge $2 per hour. This adjustment means that parking for more than five hours results in a fee of $10, equivalent to the fine for an expired meter. For those who park in this lot for over five hours, it is financially advantageous to risk a $10 fine instead of paying the hourly rate.

In other downtown parking lots, where the rate is $1 per hour, the cost surpasses the $10 fine after ten hours. But even more interesting, an unexpected option for visitors is parking in permit-only spaces. These premium spaces come with a $15 fine for non-permit holders, which is still cheaper than paying the hourly rate in the W. Antietam lot or the parking deck for an eight-hour stay.
To better illustrate this concept, we’ve developed a parking cost calculator to help determine if it’s cheaper to pay the fine. NOTE: This is based upon new parking costs and current parking fines. Both are subject to change per Hagerstown City Council.

The new parking rates in Hagerstown could negatively affect local businesses by deterring potential customers who may find the higher costs prohibitive. With parking fees doubling in key areas, visitors might opt to shop or dine elsewhere where parking is more affordable or free, reducing foot traffic to downtown establishments. Additionally, employees who rely on long-term parking might face increased financial strain, potentially affecting their job satisfaction and productivity. The prospect of higher fines and the complex cost-benefit scenario might also create confusion and frustration, further discouraging patronage of downtown businesses. This combination of factors could lead to decreased revenue for local shops, restaurants, and other enterprises, impacting the overall economic vitality of Hagerstown’s commercial districts.
