The individual in question has been identified as James Wells, 39, of Ohio. After consultation with the Howard County State’s Attorney’s Office, Wells was taken into custody and charged with first-degree assault. He was subsequently transported to the Howard County Department of Corrections for processing.

The incident occurred at approximately 9:30 a.m. The victim reported to Maryland State Police from the Waterloo Barrack that he was traveling on I-70 West, west of the West Friendship Scale House, when the driver of a blue Chevrolet passenger car pointed what appeared to be a firearm in his direction during a road rage confrontation. The victim promptly called 9-1-1 and provided authorities with the license plate number of the suspect vehicle.

Responding to the call, troopers from the Frederick Barrack located the blue Chevrolet on westbound I-70 at MD-15 in Frederick. A traffic stop was conducted, and the driver was identified as Wells. During the traffic stop, Wells admitted to pointing a paintball pistol at the victim. He then handed over the loaded paintball pistol to the police.
