HAGERSTOWN, MD News (4/12/2024) – Washington County Public Schools (WCPS) is preparing to reveal the schematic design for the new elementary school that will serve the Fountain Rock and Hickory Elementary communities. The preview event, scheduled for Wednesday, April 24, 2024, at 6:00 p.m. at the WCPS Center for Education Services, invites community members to review the plans and offer feedback.

The new school, tentatively named Downsville Pike Elementary School until it receives an official designation in accordance with WCPS Policy FF, is slated to open its doors in August 2027. Representatives from WCPS and Moseley Architects will be present at the event to present the design and address any questions or concerns from attendees.

During the presentation on Mar 19, 2024, presenters showcased the initial design concepts for the school. The presentation included an overview of the site plan, which encompasses approximately 15 acres of land. The proposed location places the building centrally on the site, with the main entrance facing the existing WCPS Center for Education Services building to establish a visual and physical connection between the two facilities.

Key elements of the site design include separate areas for bus and parent drop-off loops, as well as designated playground spaces for different grade levels. Additionally, provisions have been made for future expansion of both the building and parking areas to accommodate potential growth in the student population.

The architectural team provided detailed floor plans for both the first and second floors of the school, outlining the layout of classrooms, common areas, and administrative spaces. Special attention was given to creating a central Main Street corridor to facilitate easy navigation within the building and provide access to essential facilities such as the gymnasium and cafeteria.

Throughout the presentation, the architects emphasized their commitment to creating a functional and aesthetically pleasing learning environment. Materials chosen for the building will be durable and low-maintenance, consistent with standards for educational facilities. The design also incorporates ample natural light to enhance the learning atmosphere.

Following the presentation, members of the school board engaged in a discussion about various aspects of the design, including traffic management, capacity planning, and safety considerations. Concerns were raised about the potential impact of increased traffic on nearby roads, prompting reassurances from the architectural team regarding ongoing coordination with relevant authorities to address these issues.

Ultimately, the board voted unanimously to approve the schematic design for Downsville Pike Elementary School, signaling the next phase of the project’s development. The approved plans will be submitted to the interagency commission for further review, paving the way for the commencement of design development work.
