The special session, commencing at approximately 3:30 p.m., will focus on appointments and the approval of a new full-time position. Among the appointments are members to the Charter Review Committee, with terms set to expire on August 31, 2027. These appointments include Kourtney Hadden, Kathryn Clark, Desiree Kinslow, Jason McGill, and Heather Tapley. Additionally, Kevin Willis is slated for appointment to the Ethics Commission, with his term expiring on September 1, 2031. The council will also consider the establishment of a new full-time role: Public Information Act Officer/Production Assistant.

Following the special session, a work session will begin around 3:35 p.m. This session will feature a proclamation honoring the Underground Railroad, presented by Ananda Leeke and Dr. John F. Leeke. A preliminary review of the upcoming agenda will take place, followed by a discussion on an open container exemption request for the “Stay WICKED” event, presented by Brittany Arizmendi, Director of Community Engagement. Further into the work session, Margi Joe, Community Development Manager, and Letizia Turner, Planning & Outreach Coordinator, will provide an overview of the Habitat for Humanity FY27 Community Development Block Grant (CDBG) Subrecipient Agreement. Nancy Hausrath, Director of Utilities, will also present an overview of a funding application to the Maryland Department of the Environment. The work session will conclude with a discussion by the Mayor and City Council regarding the pre-development exploration and potential uses for Burkholder Lane, before concluding at approximately 5:15 p.m.
