Frederick Overhauls Mayoral Office Structure to Enhance City Services

The City of Frederick is implementing a new executive leadership structure within the Office of the Mayor, aiming to boost accountability, improve inter-departmental collaboration, and better address the needs of its expanding population. Per a press release from the City of Frederick, this reorganization establishes distinct areas of executive oversight encompassing administration, government and external affairs, strategic initiatives, technology, and finance, reflecting the growing complexity of municipal operations.

The updated structure introduces four key leadership roles. Katie Barkdoll has been appointed Chief Administrative Officer. In this capacity, Barkdoll will oversee Human Resources, Budget, Risk Management, Procurement, Emergency Management, Equity and Inclusion, and the Office of Vendor Engagement & Compliance, consolidating these essential administrative functions under a single leader. This move is intended to streamline administrative processes and ensure consistent application of policies across these departments.

Allen Etzler will serve as the Director of Government Relations. His responsibilities will include leading the Office of Public Affairs, the City Clerk’s Office, and the Arts & Culture Department. Etzler will also spearhead the city’s government relations, external affairs, and strategic partnerships, acting as the primary point of contact for collaborations with other governmental entities and external stakeholders crucial to advancing the city’s objectives. This role is designed to foster stronger relationships and secure resources for city priorities.

Ericka Rohrbaugh has been named Senior Advisor in the Office of Opportunity and Innovation. Rohrbaugh’s focus will be on leading cross-departmental projects dedicated to enhancing organizational efficiency, promoting innovation, and exploring novel strategies to improve service delivery to both City employees and the broader community. Her position signifies a commitment to forward-thinking solutions and continuous improvement within the municipal framework.

Rounding out the new leadership team, Matt Bowman is now the Chief Technology Officer. Bowman will continue to guide the city’s technological endeavors, providing strategic direction for information technology infrastructure, cybersecurity measures, and the digital tools that underpin City operations and public-facing services. His leadership is critical in ensuring the city remains secure and technologically adept in an evolving digital landscape. This leadership restructuring is designed to prepare the City of Frederick for continued growth and to ensure that its government operations are efficient and responsive to the needs of its residents.
