President César Díaz brings a unique background to his new position. Born and raised in San Juan, Puerto Rico, he is the first Latino council member of Puerto Rican heritage to serve on the City Council. He relocated to Frederick as a young adult and currently resides there with his partner, raising a high school student. Díaz is an active member of the Unitarian Universalist Congregation of Frederick and a volunteer at Centro Hispano, where he teaches computer classes to Spanish-speaking residents. He also engages with the RISE advocacy group.

Vice President Katie Nash, a community advocate with two terms already served on the Council, will support President Díaz in overseeing council operations. She will also assume leadership responsibilities as needed. Nash has expressed her commitment to supporting the establishment of an independent legislative body and the continued success of the Council members.

The 64th Administration of the City of Frederick includes Mayor Michael O’Connor, Council President César Díaz (District 2), Council Vice President Katie Nash (District 1), and Council Members Derek Shackelford and Libby Taylor (At-Large), Peter Brehm (District 3), Scott Lasher (District 4), and Sarah Hempel Irani (District 5).
