Maryland Attorney General Anthony G. Brown has formally requested that U.S. Immigration and Customs Enforcement (ICE) halt its plans to repurpose a vacant warehouse in Williamsport into a 1,500-bed immigration detention facility. The call comes amid significant and unresolved concerns regarding the project’s potential environmental impacts. In formal comments submitted to ICE, Attorney General Brown contends that the agency should conduct a comprehensive Environmental Impact Statement, rather than the less extensive Environmental Assessment currently proposed, and suggests that ICE consider alternative options, including selling the property.

The Attorney General’s position is further bolstered by a parallel letter from the leaders of four key Maryland state agencies: the Department of the Environment, Department of Natural Resources, Department of Transportation, and Department of Health. These state officials have articulated serious concerns about the proposed facility’s potential effects on local water resources, existing infrastructure, and public health. Notably, the state agency heads pointed out that ICE has not provided access to several studies that the agency claims to have utilized in developing its proposal.
Both letters were jointly submitted in response to ICE’s Scoping Notice for an Environmental Assessment related to the proposed conversion of the warehouse located at 16220 Wright Road in Hagerstown. This submission follows a federal court ruling in April 2026, which determined that ICE had previously violated the National Environmental Policy Act in its initial efforts to move forward with the property conversion. Residents in the affected areas, and indeed across the state, may see these concerns translate into further scrutiny of federal development projects and a greater emphasis on transparent environmental impact assessments.
