Surveillance footage from APD cameras corroborated these reports, showing the suspected ICE vehicle entering the front parking lot, followed by another vehicle. After the second vehicle departed, the suspected ICE vehicle also left the parking lot. The department emphasized that the vehicle did not enter any restricted areas of the parking lot and had no interaction with any Annapolis Police Department personnel, either sworn officers or civilian staff.

Earlier this year, the Maryland General Assembly passed Senate Bill 791, known as the Community Trust Act. This legislation places restrictions on local correctional facilities and law enforcement agencies regarding certain immigration enforcement activities, though it includes specific exceptions. The act also prohibits state and local correctional facilities from taking adverse actions against individuals based on their immigration status or that of another person. Furthermore, it mandates that employees and agents of state correctional facilities provide specific notices. While Governor Moore did not directly sign the bill, it became law on May 31, 2026, under Article II, Section 17(c) of the Maryland Constitution, as Chapter 872. This constitutional provision allows bills presented to the Governor within six days of a legislative session’s adjournment, or after adjournment, to become law without a signature if the Governor does not veto them within 30 days. Radio Free Hub City was unable to locate any information stating that the Annapolis Police Department has ever participated in the federal 287(g) immigration program.
