A Baltimore man has pleaded guilty to federal charges for his involvement in a drug trafficking conspiracy that involved significant quantities of fentanyl and cocaine. According to information released by the U.S. Attorney’s Office for the District of Maryland, Jeremy Bethea, 46, has admitted to conspiring with others to distribute and possess with the intent to distribute controlled substances between August 2022 and October 2023. The investigation uncovered evidence of Bethea and his associates possessing over 400 grams of fentanyl, more than 28 grams of crack cocaine, and a quantity of powder cocaine intended for distribution.

The investigation, a collaborative effort involving the Drug Enforcement Administration (DEA) Washington Division and the Baltimore Police Department (BPD), revealed a pattern of illicit activity. Court documents indicate that Bethea and his co-conspirators regularly acquired fentanyl, cocaine, and crack cocaine to supply customers in the Baltimore area. Undercover investigators were able to conduct 15 controlled purchases of these substances from Bethea between November 2022 and May 2023. During one such transaction in January 2023, Bethea sold over 40 grams of fentanyl to an undercover officer.
Further details of the conspiracy emerged through authorized wiretaps on three cellphones, including those used by Bethea and other members of the group, which were in place from June to August 2023. These intercepted communications provided law enforcement with direct insights into the coordination and execution of drug sales. The investigation culminated in a traffic stop on April 17, 2023, where officers, acting on intelligence from the wiretap related to a planned drug transaction, encountered Bethea. During the stop, law enforcement recovered several hundred gel capsules identified as fentanyl, with a total weight exceeding 400 grams.
The operation also revealed that Bethea utilized a residence in the Sharp-Leadenhall area to store illicit drugs for distribution. A search warrant executed on this property on August 22 uncovered 105 grams of crack cocaine packaged for retail sale, along with over 300 grams of marijuana. Bethea faces substantial prison time for his convictions. For the charge of conspiracy to distribute controlled substances, he is looking at a minimum of 10 years and a maximum of life in federal prison. For the charge of possession with intent to distribute controlled substances, he faces a minimum of five years and a maximum of life in prison. Sentencing will be determined by a federal district judge, who will consider the U.S. Sentencing Guidelines and other relevant statutory factors. Actual sentences in federal cases are often less than the statutory maximums.
This case was investigated as part of the Homeland Security Task Force (HSTF), a multi-agency initiative aimed at dismantling criminal organizations. The HSTF brings together various federal, state, and local law enforcement agencies, including the FBI, ICE-HSI, the U.S. Attorney’s Office for the District of Maryland, ATF, DEA, IRS-Criminal Investigation, U.S. Marshals Service, the Washington/Baltimore HIDTA, the Maryland State Police, the Baltimore Police Department, and the Baltimore County Police Department. The U.S. Attorney’s Office for the District of Maryland is leading the prosecution efforts. U.S. Attorney Kelly O. Hayes commended the DEA and BPD for their work on this investigation and thanked Assistant U.S. Attorney Jonathan Tsuei for prosecuting the case.
