Maryland State Police are leading an investigation into the death of an inmate at the Roxbury Correctional Institution in Washington County. The deceased has been identified as Kelvin Hite, a 27-year-old inmate serving a sentence at the facility. Emergency medical personnel pronounced Hite deceased at the scene and he has since been transported to the Office of the Chief Medical Examiner, where an autopsy will be conducted to determine the official cause and manner of his death.

According to preliminary findings by investigators, Hite was discovered unresponsive in his cell. It is believed that his cellmate was present in the cell at the time of the incident. Authorities have identified another inmate as a suspect in connection with Hite’s death, though this individual will not be formally named until charges are filed.
The Maryland State Police Homicide Unit was notified of the inmate death shortly before 2:00 p.m. on May 4, by investigators from the Department of Public Safety and Correctional Services Internal Investigative Unit. State Police Homicide Unit investigators, with assistance from State Police crime scene technicians and the DPSCS Internal Investigative Unit, are continuing their comprehensive investigation into the circumstances surrounding Hite’s death. Once the investigation is complete, the findings will be submitted to the Office of the State’s Attorney in Washington County for a thorough review concerning potential charges.
